If Tehran is prepared to ignore these, why would it care about that fine jurisdictional distinction? It could demand registration and payment from every ship regardless of route, then threaten noncompliant vessels.</p> <p>The military-distance explanation also seems weak: the strait is narrow enough that Iranian drones and missiles can cover both corridors. Boarding and inspecting ships is easier near Iran, but that feels secondary.
