Erin Covey, Editor at The Cook Political Report, said the upcoming midterms are anticipated to be challenging for Republicans, particularly in the House of Representatives. She believes overall the national environment does favor Democrats and believes they are the favorite to win the House this year. She said while the Republicans have a cash advantage at a party committee level and Super PAC level, she notes Democrats have been out raising Republicans in the individual candidate level, especially in toss up races.
